Pre-1990s

Walley began in grassroots politics by serving on the Bolivar City Council and as Vice Mayor, gaining experience in municipal governance and community issues like economic development in rural West Tennessee.
1990
Election to Tennessee House of Representatives
In a narrow upset, Walley defeated Democratic incumbent Robert S. Stallings by just 220 votes to win the District 73 seat, entering the 97th General Assembly as a freshman Republican amid Tennessee's shifting political landscape.
1991–2000
House Tenure and Child Welfare Advocacy
Over five terms, Walley championed the creation of the Tennessee Department of Children's Services, earning awards like Legislator of the Year from the Tennessee Forestry Association (1997) and Friends of Children Award from the American Academy of Pediatrics (1999) for his work on juvenile justice and family protection bills.
2000–2003
Appointment as DCS Commissioner
After leaving the House, Governor Don Sundquist appointed Walley to lead the newly formed Department of Children's Services, where he oversaw reforms in foster care and abuse prevention, drawing on his psychology background before transitioning to similar roles in Alabama.
2020
Return to Elected Office in State Senate
Walley won the Republican primary for Senate District 26 by defeating Jai Templeton (13,076 votes to 11,543), then the general election, succeeding retiring Sen. Dolores Gresham and resuming legislative focus on education and rural issues.

Re-election to Senate
Securing another term in District 26, Walley advanced unopposed in the primary and won the general on November 5, 2024, solidifying his influence in West Tennessee's conservative delegation through committee roles on education and health.
